Changes to warnings and new user permissions

As you may well be aware we've seen a rise in spam topics and posts on the forum recently, especially in the Off-Topic subforum. As a mod team we want SONM to be a welcoming place for all members of our community, and unfortunately when a significant minority of new topics are spam that gets locked, and when people are reluctant to take part in other topics because of a high volume of spam, this is not the case. A large number of locked topics combined with many other topics being filled with spam posts reflects badly on the forum, putting off new members and driving away many existing members.

To counter this recent trend we have decided to make just a couple of small changes to the forum, as well as asking that those responsible rethink their posting habits. First, newly registered members are now unable to create any topics until they have met a minimum threshold of posts. This is meant to prevent spamming from alt accounts as well as helping to prevent the occasional spam bot, which we do get from time to time.

Second, we are expanding on the way our warning system works. Users who receive a warning will now lose the ability to create new topics for a short period of time reflecting the warning. Again this is intended to prevent further spam, especially in situations we have experienced before where locking one thread can lead to more spam threads being created.

It is our hope that together these two changes will help to restore a more reasonable state to the forum so that our community can continue to be inclusive of all members and welcoming to new members.

Please also note that the majority of the locked spam threads have now been removed from off-topic.
