Um, honestly I'm not sure if anyone can make it happen. I've never tried to force it - sometimes you get it randomly IRL life, like the feeling you get when you are with someone that has a soft-spoken gentle way about them and you are very relaxed in their company or even just from towels being folded neatly (apparently this is quite a common trigger, so I'm not alone there, LOL).
Sometimes I'll be listening to a video which usually triggers it and it won't work for me. When this happens I just kind of enjoy the videos for what they are - as even I don't get that tingling I still get to sleep quicker (I used to be a bad sleeper - but hearing someone speak with a pleasant accent in harmonious tones hits that part of your brain that sleeps better when you can hear rain or wind chimes or whatever).
Maybe try a "head scratching" video that imitate Indian Head Massages (as a sidenote real life Indian Head Massages are amazing by the way). Most people get something out of these; you don't literally feel massaged but you get a pseudo-sensation like when you have close contact with someone.
Channels worth checking out are AccidentallyGraceful, Sprinkbok, Sweet Irish Whispers, WhisperingRed - like I say even if you don't experience ASMR they are relaxing and pleasant to listen to. The article I linked in the first line of the OP is worth a read too
